Overview

The Singapore Food Agency (SFA) will be implementing a new licensing framework for food establishments, called the Safety Assurance for Food Establishments (SAFE) from 1 January 2023.  Under the SAFE framework, food establishments that have demonstrated a good track record of food safety assurance and have in place capabilities and systems to ensure better food safety standards will be eligible for longer license durations and higher award tiers.

To support and complement the SAFE framework, there will be new training requirements for Food Handlers and Food Hygiene Officers. A training framework comprising four levels known as the Food Safety Courses (FSC) has been implemented. The breadth and depth of the curriculum increase as trainees progress through the levels.

WSQ Food Safety Course Level 1 covers basic food safety principles for food handlers. As these food handlers level up and take greater responsibilities in their workplace, they can upskill by taking WSQ Food Safety Course Level 2.

WSQ Food Safety Course Level 1 (Refresher) which covers the knowledge and skills in Food Safety and Hygiene has been mandatory since 1 October 2014 to ensure sustained awareness of good hygiene practices by food handlers.


  • WSQ Food Safety Course Level 2 will equip food handlers with knowledge and skills on food safety and hygiene procedures and policies. At the end of the training, learners will be able to prepare safe and hygienic food as well as to conduct checks on food premises to ensure safe food is being prepared on clean premises. 

WSQ Food Safety Course Level 2 is for upskilling all food handlers from retail and non-retail food establishments who are required to conduct food safety checks at their workplace under the SAFE framework (effective from 1 January 2023) 

Current Food Handlers aspiring to be Food Hygiene Officers may enroll in this course as a transition to gain F&B workplace inspection experience before they embark on the more complex and challenging programme of study offered in WSQ Food Safety Course Level 3.

Current Food Handlers, who are due to take their ‘refresher’ course at the end of the 5th or 10th year of their WSQ Food Safety Course Level 1, may choose to enroll in WSQ Food Safety Course Level 2 as their ‘Refresher Course’ subject to the following:

  • they must meet the qualifying entry requirements (see FAQ below); and

  • they will receive a course subsidy for their first enrolment only.

 Subsequently, Food Handlers will have to take the WSQ FSCL1 (Refresher) to tap on the course subsidy after 10 years. WSQ FSCL2 is accepted as a refresher by SFA officers during outlet inspection.  For more information, please see our FAQs below.

FREQUENTLY ASKED QUESTIONS - FOOD SAFETY COURSE LEVEL 2

1. Who should take the WSQ Food Safety Course Level (FSCL) 2?
Ans: The employees who are already working in Retail and Non-Retail Food establishments should take WSQ Food Safety Course Level 2 to upskill their knowledge, as they will receive additional training on conducting food safety checks at their Specific work areas.

2. How long does a WSQ Food Safety Course Level 2 certificate last?
Ans: WSQ Food Safety Course Level 2 certificate lasts for 10 years.

3. Is WSQ Food Safety Course Level 2 a valid refresher course and what is the difference?
Ans: Yes, however, the subsidy for this course is for the first enrolment only. Subsequently, learners will have to take the WSQ FSCL1 (Refresher) to tap on the subsidy after 10 years.

4. Will the WSQ FSCL2 be accepted as a refresher by SFA officers during outlet inspection?
Ans: Yes.

5. Can we use the WSQ Food Safety Course Level 2 for the submission of Food Shop license applications?
And: No. As the WSQ FSCL1 covers the important foundation of food safety and hygiene policies and procedures, only WSQ FSCL1 can be used for the application for a license.

6. What is the main objective for taking WSQ Food Safety Course Level 2?
Ans: Food Safety Course Level 2 course is a bridging programme between WSQ FSCL1 and L3 as the course will prepare existing Food Handlers to eventually qualify as Food Hygiene Officers upon completion of the WSQ Food Safety Course Level 3.


7. Can we say that the FSCL2 course is a bridging programme between FSCL1 and L3?
Ans: Yes, as the course will prepare existing staff to eventually qualify as Food Hygiene Officers upon completion of the WSQ Food Safety Course Level 3

8. If Food Safety Course Level 2 is taken as a refresher & expires after 10years, what course will be taken to renew it?
Ans: If Food Safety Course Level 2 expires, it is up to the company or individual to attend either FSCL1 or FSCL1 refresher for renewal.

9. Additionally, can I also check if FSCL1 is a prerequisite to attending this course? Kindly confirm.
Ans: For first-time food handlers, it is mandatory to take FSC Level 1 before they can be accepted for enrolment in the WSQ Food Safety Course Level 2.

10. What is the difference between Food Safety Course Level 1 and Food Safety Course Level 2?
Ans: WSQ Food Safety Course Level 1 covers the basic food safety principles for food handlers. As these food handlers level up and take on greater responsibilities in the kitchen, they can upskill by taking up WSQ Food Safety Course Level 2, which will equip them with the know-how to conduct food safety checks in their workplace.

11. Is SSG funding available?
Ans: Yes, SSG funding is available for Food Safety Course Level 2.

12. Can we offset the balance amount using SkillsFuture Credit?
Ans: Yes, you can use SkillsFuture Credit to offset the balance amount after SSG funding.

13. Which are the locations where Food Safety Course Level 2 is conducted?
Ans: Food Safety Course Level 2 is conducted only at Peace Centre right now.

14. What is the duration of Food Safety Course Level 2?
Ans: It’s a one-day course (7.5hrs) inclusive of 1.5 hours of assessment which comprises practical performance (PP) and a written assessment which consists of Multiple-Choice Questions (MCQ).

15. What is the full Course fee for Food Safety Course Level 2?
Ans: The full Course Fee inclusive of GST is $176.55.

16. What are the minimum entry requirements for WSQ Food Safety Course Level 2?
Ans: Participants should be able to show proof of completion of WSQ Food Safety Course Level 1 and must be able to read and write in the English Language.

17. Is Eduquest offering the WSQ Food Safety Level 3 course as part of the SFA training framework?
Ans: SFA has already approved Eduquest for FSCL3. However, we are waiting for SSG's approval, which we expect to come any time soon.
